According to Federal Law No. 223, they want to prohibit customers from setting their payment terms under the contract in the procurement regulations (article 1 of the draft).

Everyone will apply the general rule on the deadline — no more than 7 working days from the date of acceptance. The exception is cases when a different deadline has been set in a law or an act of the Government for the needs of the country's defense and security.

The Decree of the President of the Russian Federation No. 166 of 30.03.2022 (hereinafter referred to as the Decree) has been corrected, which prohibits purchases of foreign software (hereinafter referred to as software), including as part of software and hardware complexes, for use on significant objects of the critical information infrastructure of the Russian Federation owned by customers under Federal Law N 223 (except for organizations with municipal participation). According to the new version of subparagraph "a" of paragraph 1 of the Decree, it is possible to coordinate the relevant purchase by the Bank of Russia.

On November 28, 2023, the State Procurement Committee of the Republic of Tatarstan, with the organizational support of the Procurement Development Center of the Republic of Tatarstan, held a seminar for suppliers "Effective participation in procurement: strategy and practice".

The agency reported: customers who from February 1 to the end of the year are forced to make purchases according to the basic rules of Federal Law No. 44 are not required to comply with the requirements for the annual volume of purchases from small and medium-sized businesses for this period. The same applies to the period from January 1 to February 1 of the reporting calendar year.
