May 31 is the deadline for the payment of last year's contract arrears by recipients of federal budget funds

The Federal Treasury reminds federal recipients of budgetary funds about the expiration of deadlines for payment of monetary obligations under state contracts for the supply of goods, performance of works, provision of services, which, in accordance with the terms of these contracts, are subject to payment in the reporting financial year due to the limits of budgetary obligations for these purposes brought to them in accordance with the established procedure. In other words, the accounts payable incurred by these customers as of January 1, 2024, must be repaid no later than May 31 of the current year.

The exception is state contracts concluded in 2024 in connection with the termination of state contracts to be executed in 2023. Monetary obligations under such contracts can be paid after June 1, 2024, but only on condition that the state contract itself has been concluded as of that date. The illegally contracted additional limits will be withdrawn.

At the same time, the requirement to revoke does not apply to the remnants of additional limits of budget obligations brought to the fulfillment of state contracts, the terms of which, as of January 1, 2024, provided for the use of treasury collateral for obligations (treasury letters of credit).
