Appendix to the Decree of the Government of the Russian Federation No. 616 dated 30.04.2020 "On the establishment of a ban on the admission of industrial goods Originating from Foreign States for the purposes of Procurement for State and Municipal Needs, as well as industrial goods Originating from foreign States, works (services) performed (rendered) by foreign persons for the purposes of procurement for the needs of national defense and state security" is supplemented by a new position 148, which includes artificial lung ventilation devices, corresponding to the codes of types of medical devices 232870, 232890 (codes OKPD2 32.50.21.121 - 32.50.21.123). At the same time, according to the new version of the footnote to the specified appendix, customers, when applying the appropriate list in relation to the goods specified in item 148, should be guided by both the OKPD 2 code and the type code of the medical device.

The efficiency rating is an assessment of the effectiveness and legality of purchases of goods, works and services to meet the state and municipal needs of the Republic of Tatarstan.

On December 19, 2023, JSC "Center for Procurement Development of the Republic of Tatarstan" plans to hold a final meeting for republican customers on the topic: "Procurement in accordance with Federal Law No. 44-FZ dated 04/05/2013 "On the contract system in the field of procurement of goods, works, services for state and municipal needs," including through online broadcasts.

In particular, the letter prepared by representatives of the Ministry of Finance of the Russian Federation notes that the participant's application must contain a decision on consent to commit or subsequent approval of a major transaction if the requirement for the presence of this decision is established by the legislation of the Russian Federation, the constituent documents of a legal entity and for the participant of the purchase, the conclusion of a contract or the deposit of funds as collateral for the application or execution .

The customer purchased dairy products. The applications of the participants were compared, in particular, according to the criterion of "business reputation". The assessment depended on the number of positive reviews for one product supply agreement for each year of the counterparty's work. Period: from the beginning of the activity to the end of the application deadline.

The list of specific customers has been adjusted, whose draft plans for the purchase of goods, works, services (including innovative and high-tech products, medicines) are subject to assessment of compliance with the requirements of legislation providing for the participation of small and medium-sized businesses in procurement, approved by order of the Government of the Russian Federation dated 06.11.2015 N 2258-р in accordance with subparagraph "b" paragraph 2 of Part 8.2 of Article 3 of Federal Law No. 223.

As representatives of the Federal Antimonopoly Service of Russia note in their letter, the customer independently determines in the procurement regulations the methods of procurement, the conditions and procedure for their application, as well as the conditions for concluding and executing the contract, taking into account the specifics of the economic activity carried out by the customer. At the same time, Federal Law No. 223 establishes rules for describing the subject of procurement exclusively in relation to competitive procurement procedures.

As noted in the letter prepared by specialists of the Ministry of Finance of the Russian Federation, in the case of application of the evaluation indicator provided for in subparagraph "b" of paragraph 24 of the Regulation approved by Decree of the Government of the Russian Federation dated 12/31/2021 N 2604, any civil contracts executed by the procurement participant, taking into account succession, including those concluded and executed in accordance with Federal Law, are accepted for evaluation N 44.

On December 7-8, 2023, the final expert session of the Association of Organizations and Specialists in the field of state, municipal and corporate sales will be held in Moscow.

08.12.2023 employees of the State Procurement Committee of the Republic of Tatarstan (hereinafter – the State Committee) took part in the Republican Anti–Corruption Forum "Alma - Burma", which is timed to coincide with the International Anti-Corruption Day. During the event, the specialists of the State Committee presented a stand with detailed information on procurement mechanisms, transparency and openness of information, which in turn is a reliable tool for minimizing corruption risks in this area.
