According to representatives of department, in that case when in accordance with the terms the signed contract rendering services of the lasting nature or daily (weekly, monthly, etc.) delivery of goods (performance of works, rendering services) is performed, and stages of its execution (including a staging of payment) aren't provided by terms of the contract, but acceptance and payment of the delivered goods (the performed works, the rendered services) are made in certain periods (for example, monthly or quarterly), acceptance, payment and examination of a part of the delivered goods (the performed work, the rendered service) is also a separate stage of performance of the contract.

Specialists of department specify that provisions of the Law N 44-FL don't regulate admission questions the customer of the potential procurement participant on object of performance of works for the purpose of acquaintance with the actual amounts of works.

According to specialists of the Ministry of Economic Development of the Russian Federation, of 14.03.2016 N 190 "About cases and an order of provision by the customer in 2016 of a payment deferral of penalties (penalties, a penalty fee) and (or) implementation of write-off of the added amounts of penalties (penalties, a penalty fee)" follows from item 1 of the order of the Government of the Russian Federation that application of this Resolution is an obligation for customers.

Owing to the p. 11 of Art. 78 of the Law N 44-FL the organization which won request for quotation is obliged to provide to the customer including the certificate of incorporation or the notarized copy of such statement which are received not earlier than before 6 months before date of placement in EIS of the notice on carrying out request for quotation.

As specialists of the Ministry of Economic Development of the Russian Federation specify, provisions of the Law N 223-FL don't regulate the procedure of implementation by legal entities of purchasing activity, and determine the basic principles and requirements aimed at providing transparency of purchasing activity by which customers shall be guided. 

According to representatives of department if in case of creation of the description of a subject to purchase the customer narrows measure values in the limits set by the corresponding state standard specifications, then documentation on purchase shall contain reasons for need of use of such indicators.

In 2017 the Bank of Russia plans to issue new banknotes advantage of 200 and 2000 rubles.

On modern banknotes of Russia types of the cities and sign objects are used.

The Ministry of Economic Development of the Russian Federation stated the line item on application of the professional standards "The Expert in the Sphere of Purchases" and "Specialist in the Sphere of Purchases".

The state committee of RT on purchases with organizational support SUE RT "Centre razvitiya zakupok RT" will hold a seminar – a meeting for SMP, SSP, SONKO, organizations of persons with disabilities and republican producers on a subject: "Participation in procurement according to 44-FL and 223-FL".
