Such amendments to the Law N 44-FZ began to work since March 5.

It is offered to permit the state and municipal medical organizations to carry out "purchases at the unique supplier" on the amount no more than 400 thousand rubles. At the same time their annual amount shan't exceed 50% of cumulative annual purchasing amount of the customer and shan't make more than 20 million rubles.

The participant shall provide in the request the certificate on the admission to works on the general contract or admissions on dangerous works depending on the formulation of documentation on purchase.

According to the Ministry of Economic Development, in this case to include the written consent to delivery of goods, performance of works in the first part of the request, rendering services isn't required.

Such position was designated by department in the January letter. The state agency already expressed similar opinion in March of last year.

Till March 15 there takes place public discussion of such draft of amendments to the government bill. The last has passed the first reading and already prepares for the second.

Such conclusion contains in the January letter of the Ministry of Economic Development. The state agency adhered to a similar position and earlier, in July, 2015.

Such conclusion can be drawn from explanations of the Ministry of Economic Development. Department has noted: if the last day of term of receipt to the customer of requests for an explanation of auction documentation - day off, then day of the termination of this term is the working day following him.

On March 9, 2017 the meeting of Public council first in the current year in case of the State committee of the Republic of Tatarstan on purchases took place.

The Ministry of Economic Development has come to such conclusion. Earlier in other letters already it noted the ministry.
