Conclusion follows from the letter of the Ministry of Economic Development. It has specified: in the Law N 44-FZ there are no regulations on an opportunity to provide consistently several bank guarantees.

We believe, explanations will be useful if the quoted bid was signed by the representative of the participant, but the power of attorney isn't attached to her.

Such position of the Ministry of Finance was stated in the letter by FTS. The Ministry of Finance expressed similar opinion and earlier, in November, 2015.

According to the Ministry of Economic Development, it is possible if the contract with the unique supplier according to item 23 p.1 is signed by Art. 93 of the Law N 44-FZ. Line item of department not new.

Department specified that in case of merge, accession, transformation the contract of the reorganized legal entity can confirm the corresponding experience of the participant.
