Ministry of Economic Development: the state customer's worker can only be the contractual managing director

The line item of the ministry isn't new. Department stated it earlier.
Under the Law N 44-FZ the customer needs to appoint the contractual managing director if the cumulative annual purchasing amount doesn't exceed 100 million rubles and the customer has no contractual service.
Let's note, since January 1 the contractual managing director, employees of contractual service shall have the higher education or additional professional education in the sphere of purchases under the Law N 44-FZ. Before this date it was assumed that they can have professional or additional professional education in the sphere of order placement under the Law N 94-FZ.
