The State Committee of the Republic of Tatarstan for Procurement: Tatarstan has introduced a fairly strict financial discipline

Iskander Bagautdinov, Acting Chairman of the State Procurement Committee of the Republic of Tatarstan, told Tatar-inform in an interview about what centralization of procurement is, how it allows saving budget funds, how this system is built in Tatarstan, which was noted by the republican department at the All-Russian forum-exhibition "Goszakaz" in Moscow.

The main advantage of centralized procurement is to save budget funds

- Iskander Gimadievich, tell us what the centralization of purchases is. How it affects the spending of budget funds.

- The Law on the Contract system provides for the possibility of centralized procurement. The essence of centralized procurement is that purchases for the needs of individual customers (public authorities, local governments, local administrations, state and municipal budgetary and state-owned institutions) are carried out not by these customers themselves, but by one authorized state or municipal body (authorized state institution).

The main advantage of centralized procurement is to save budget funds due to the optimal formation of lots (for example, with centralized procurement, food can be purchased for the needs of several kindergartens of a municipal area at once, which ensures lower prices offered by suppliers than if many smaller purchases were made by kindergartens themselves), as well as cost reduction the procurement process itself.

In addition, with the help of this practice, the administrative burden on customers is significantly reduced by eliminating duplicate purchases, and the high qualification of specialists of the authorized body allows you to avoid mistakes in the procurement process.

The main advantage of centralized procurement for participants is to help prevent violations of legislation and corruption by establishing uniform procurement rules, uniform requirements for participants in such purchases and requirements for purchased products in the procurement documentation, instructions for completing the application, terms of reference, and draft contract.

The Federal Antimonopoly Service recommended the idea of centralizing purchases to regional and municipal customers back in 2018. Measures aimed at optimizing procurement activities in the constituent entities of the Russian Federation were proposed to ensure non-discriminatory access of suppliers to procurement, increase the share of purchases involving small business entities and socially oriented non-profit organizations of competition.

- How is Tatarstan working in this direction?

- Since 2011, a centralized model of state and municipal procurement has been clearly built in the Republic of Tatarstan, which ensures high efficiency in spending budget funds. At the regional level, five authorized bodies have been introduced, including the State Committee as a regulator, including ensuring the implementation of state policy in the field of procurement. At the municipal level, the authorized bodies are, as a rule, executive committees.

If we talk about figures, then in accordance with the Law on the Contract System, notices totaling almost 246 billion rubles have been published in the republic. Budget savings based on the results of concluded contracts amounted to 2.4%.

It may seem that the savings are not very high. Compared to the country as a whole, it is almost two times lower. However, it should be borne in mind that a fairly strict financial discipline has been introduced in the Republic of Tatarstan – the authorized body in this area is the Treasury Department of the Ministry of Finance of the Republic of Tatarstan. As far as I know, only in our region a triple check of finances has been implemented before placing purchases, which has a positive effect on setting the preliminary price of the contract and eliminates the occurrence of accounts receivable from customers.

- From May 15 to 17, the XIX All-Russian Forum-exhibition "State Order" was held in Moscow on the territory of Skolkovo. The work of the RT State Committee on Procurement was noted at the forum. Tell us more about it.

If we talk from the very beginning, then back in 2021, the State Committee joined the Association of Organizations and Specialists in the field of state, municipal and Corporate bidding. Its activities are aimed at broadcasting the position of regional authorized bodies to the legislator and the regulator in the field of procurement, to provide real regulatory, methodological, and advisory support in order to ensure uniform and correct law enforcement in the field of procurement. Today, the full members of the Association "ROST" are the heads of authorized bodies in the field of procurement from 52 subjects of the Russian Federation.

On the first day of the exhibition-forum, a meeting of the Association "ROST" was held, at which the State Committee was awarded the certificate of the Association "ROST" for active work on building a uniform policy regarding the centralization of procurement in the region according to 44-FL and 223-FL.

- The State Committee has been awarded several awards.

- Yes, you're right. But the most significant award for the State Committee on May 15 was a diploma for absolute leadership in the index of procurement efficiency of the regions.

The ROST Association has prepared a rating of the work of authorized bodies in the field of procurement in 85 regions of the Russian Federation for 2023 according to 18 indicators – these are "The share of competitive purchases, according to the results of which a contract was concluded with a small business entity or a socially oriented non-profit organization", "The average number of participants in competitive procurement", "The share of unsuccessful competitive purchases of the total number of competitive purchases," etc.

According to the results of the rating calculation, the State Committee was awarded the above diploma, which confirms that we are moving in the right direction.

The State Committee will continue to implement measures aimed at improving the procurement system of the Republic of Tatarstan.
