Expanded the list of purchases that can be carried out after June 1, 2024

The Ministry of Finance explained when budget commitments will be made under contracts for training federal civil servants after the withdrawal of the remaining budget commitment limits.

The agency supplemented its letter, which previously told which budget classification codes can be used to conclude contracts after June 1, 2024. This list includes professional retraining, advanced training and internship of federal civil servants (subparagraph "o" of paragraph 11 of Resolution No. 1496).

After June 1, customers can make such a purchase, regardless of the withdrawal of budget commitment limits, if two conditions are met:

the code of the direction of procurement expenses is 92040 "State order for professional retraining and advanced training of civil servants";

The contract is paid within the limits of the budget obligations that the customer received before June 1, 2024.

The Federal Antimonopoly Service explained the procedure for applying certain provisions of the Code of Administrative Offences of the Russian Federation

The letter, prepared by specialists of the Federal Antimonopoly Service of Russia, notes that the provisions of Part 3.1 and Part 3.2 of Article 28.1 of the Code of Administrative Offences of the Russian Federation, which establish the specifics of considering cases of offenses expressed in non-compliance with mandatory requirements, the assessment of compliance with which is the subject of state control (supervision), municipal control, do not apply to cases of initiation of cases about administrative offenses, identified during the implementation of state control in the field of procurement under Laws No. 44-FZ and 223-FZ.
