A briefing "On state and municipal procurement in the Republic of Tatarstan" was held at the Tatmedia press center, the speakers of which were: Acting Chairman of the State Procurement Committee of the Republic of Tatarstan Iskander Bagautdinov, Auditor of the Accounting Chamber of the Republic of Tatarstan Alexander Yakupov and General Director of the Joint-Stock Company "Procurement Development Center of the Republic of Tatarstan" Niyaz Gazeev.
Iskander Bagautdinov spoke about the procurement of the Republic of Tatarstan in 2024. In accordance with the Law on the Contract System, the republic's customers have published notices totaling 70.4 billion rubles. Budget savings based on the results of concluded contracts amounted to almost 1.5 billion.
Including municipal customers have published notices in the amount of 5.0 billion rubles. Budget savings based on the results of concluded municipal contracts amounted to 4.1%.
In 2024, contracts worth 102.6 billion rubles were signed, including municipal customers worth almost 10 billion rubles.
6.1% of the total value of the concluded contracts is made up of small volume purchases. In total, such contracts were concluded for 6.7 billion rubles.
The amount of contracts concluded with small businesses amounted to 35 billion rubles.
As part of the performance of its functions, the State Committee carried out 247 centralized purchases in the amount of 1,176.8 million rubles.
According to the results of the procurement procedures, the level of budget savings of 7.7% was achieved.
As part of the agreements for individual legal entities, the State Committee placed 199 purchases for a total amount of 388.8 million rubles. Savings based on the results of concluded contracts amounted to 9% (32.4 million rubles).
Alexander Yakupov, in a report on procurement violations identified by the Accounts Chamber of the Republic of Tatarstan, said that at the end of last year, the total amount of violations detected by the Accounts Chamber during procurement amounted to 284.8 million rubles.
The structure of these violations:
- overestimation of the amount of work performed;
- acceptance of goods that do not meet the terms of the technical specification;
- the lack of implementation by customers of the right to collect penalties from contracts in violation of their terms;
- purchase of goods without bidding.
