In 223-FZ it is offered to fix an opportunity to carry out the closed purchase methods electronically

Till March 15 there takes place public discussion of such draft of amendments to the government bill. The last passed the first reading and already prepares for the second.
According to the draft of amendments to the closed methods of purchase the closed competition, a private auction, and also different closed ways provided by regulations on purchase belong.
It is planned that the government will shall establish:
- single requirements to operators of electronic platforms for carrying out the closed methods of procurement electronically;
- list of such operators;
- cases when procurements by the closed methods are conducted only electronically.
Proceeding from a sense of the draft of amendments, it is possible to draw a conclusion that the customer in principle will have the right to carry out purchases on 223-FZ closed methods, including electronically. It will allow to resolve the issue of existing in practice whether it is lawful to carry out the closed purchase methods on 223-FZ. Now it is solved ambiguously.
Let's note, the draft of amendments doesn't contain determination of the term the closed purchase methods. In the Law N 223-FZ there are also no its determination and data on an order of carrying out these purchases. We believe, it is necessary to carry those methods of purchase in case of which the customer gives information on her to a limited circle of people to closed.
