The Ministry of Economic Development has explained what documents are necessary for participation in state procurement of dangerous works

The participant shall provide in the request the certificate on the admission to works on the general contract or admissions on dangerous works depending on the formulation of documentation on purchase.
Department in the January letter came to such conclusion again. Earlier the Ministry of Economic Development already repeatedly expressed similar opinion, for example in September, 2016.
Approach of the ministry is based, in particular, on provisions GRK Russian Federation and the List of the work types exerting impact on safety of capital construction projects. Are included in the List including works on the organization of a construction, i.e. the works which are carried out by the prime contractor
Taking into account recommendations of the Ministry of Economic Development the state customer has the right to establish, for example, the requirement to provide only the certificate on the admission to works on the general contract. In this case its participant shall give in the request.
If the participant in this case tries to provide the certificate on the admission to specific work types, the customer won't accept this document. You shouldn't spend time for appeal of actions of the customer in antimonopoly authority. It is caused by what FAS considers illegal to demand from the participant the certificate on the admission to specific work types. Therefore the claim of the participant, most likely, recognize unreasonable.
