It is possible to sign state contracts with subjects of natural monopolies which aren't in the register of these persons

Such conclusion contains in the January letter of the Ministry of Economic Development. The state agency adhered to a similar line item and earlier, in July, 2015.
In the new letter of department, as well as in former, it is about purchase at the unique supplier, the contractor, the contractor of the goods, works or services relating to a field of activity of subjects of natural monopolies. According to the ministry, state customers have the right to carry out purchase on this basis irrespective of whether the supplier, the contractor or the contractor is included in the register of subjects of natural monopolies.
We believe, taking into account opinion of the Ministry of Economic Development for carrying out such purchases it is enough to state customers to establish that goods, work or service belongs to a field of activity of the subject of natural monopoly. The list of the services relating to these spheres is provided in the Law on natural monopolies.
