On May 26 of this year, a new Article 6.1-1 of Law No. 275-FL will enter into force, providing for the creation of a federal product cataloging system for federal needs designed to provide information to government customers, lead performers and performers regarding technical and qualitative characteristics, operating conditions of supplies, their developers, manufacturers and suppliers during formation, placement and the fulfillment of the state defense order. In particular, a federal catalog of products for federal needs is being introduced (hereinafter referred to as the Catalog), which must be applied by government customers, lead contractors and executors when forming, placing and executing state defense orders.

The Ministry of Finance has prepared draft amendments to Law No. 44-FL. The Agency proposes to supplement article 15 with new rules on procurement by budgetary, autonomous institutions and unitary enterprises.

At the same time, the letter emphasizes that if the customer does not establish a requirement to ensure the performance of the contract, anti-dumping measures during the tender and auction provided for in art. 37 of Law No. 44-FZ, do not apply.
