Prospects for the development of procurement legislation were discussed at the VIII International Forum of Contractual Relations, which was held in St. Petersburg. The event was attended by representatives of regulatory authorities, customers, businesses and independent experts in the field of procurement, who discussed the prospects for further development of procurement legislation. The experience of the Republic of Tatarstan in catering in socially significant institutions was presented at the forum by Deputy Chairman of the State Procurement Committee of the Republic of Tatarstan Iskander Bagautdinov.
As part of the round table, he spoke about the pilot project implemented in the republic. The State Committee, together with interested departments, has developed a unified product range that allows you to form a complete diet, taking into account the specifics of health care, education, social services and youth policy. The Republic has adopted a resolution of the Cabinet of Ministers, which regulates information interaction in the formation of maximum prices for food products, a list of food products and the need for food for state organizations.
"There are 180 items in the list of food products today. The nomenclature is placed in the directory of the Regional Information System in the field of procurement and is mandatory for use by customers, contains their characteristics, as well as uniform maximum prices formed as a result of market analysis. All customers have the right to purchase products only from the established list. The unified maximum prices for products in the directory are updated monthly. If it is necessary to expand the nomenclature, customers coordinate additional positions with the Department of Rospotrebnadzor and CEC," Iskander Bagautdinov explained.
Also, the republic has created a regional register of persons who have delivered low-quality goods on the territory of the Republic of Tatarstan. The register contains information about detected violations and entities that allowed the supply and production of low-quality products. Thanks to the measures taken, social institutions of Tatarstan are provided with adequate nutrition in accordance with sanitary rules and regulations — while reducing actual costs. Currently, the State Procurement Committee of the Republic of Tatarstan plans to introduce a selective examination of the acceptance of food products.
