The next amendments to Law No. 44-FZ are planned
Draft Law No. 722148-8 plans to transfer the following temporary measures to a permanent basis:
The possibility of changing, by agreement of the parties, on the basis of a decision of the Government of the Russian Federation, the supreme executive body of state power of a constituent entity of the Russian Federation, or the local administration, the essential terms of the contract, if circumstances beyond the control of the parties to the contract arose during the execution of such a contract, entailing the impossibility of its execution.
In particular, it is proposed to reduce from 3 years to 1 year the minimum term of the contract in the field of procurement to meet federal and regional needs, for which essential conditions may be changed.
The possibility of changing the essential terms of contracts concluded with a single supplier (contractor, contractor) in accordance with the PP. 3, 40, 41, 46, 52, 56, 59 and 62 part 1 of Article 93 of Law No. 44-FZ.
Exclusion of purchases of medicines for medical use and medical devices from the calculation of the CGO for the purpose of determining the minimum annual volume of purchases from SMP and SoNKO.
Non-application of restrictions on the annual volume of purchases made by conducting a request for quotations in electronic form.
That is, it is envisaged to transfer to a permanent basis a temporary measure in force until 12/31/2026 and providing for the possibility of making purchases on request for quotations without restrictions on their annual volume.
