Economic Development Ministry has drafted amendments to the Law on Public Procurement. This is one of the first measures to implement the government's anti-crisis plan, approved by the end of January, according to a memorandum to the bill. According to the draft, producers under state contracts worth 10 billion rubles and a maturity of three to seven years, will be able to rely on state guarantees.

According to the agency funds pledged as collateral execution of the contract, the customer must return the supplier (contractor, executor) after the execution of the principal obligation of the contract. The exception to this rule is when the contract provides that the provision of its execution is returned after the expiration of the warranty.

These requirements are set by the customer for the procurement of certain types of goods (works, services) by the competition with limited participation, two-stage competition, their analogs or closed auction. These goods (works, services) are including work on the overhaul of technically complex capital construction projects for the purchase of an additional requirement that the participants experience is the presence of the performance of the contract to carry out the work.

According to the agency the amount of purchases from small businesses entities and socially-oriented non-profit organizations (SMEs and SONO), the customer must be determined by the total value of the contracts. This position is expressed in the Letter of Ministry of Economic Development of Russia from 31.12.2014 N D28i-2868.

Completely get make away of imports of key goods Russia intends by 2017. To this end, the Ministry of Finance has developed a special program, which will be allocated from the federal budget the 35 billion rubles.

Russian Ministry of Economic Development indicated that the customer must install the documentation for the purchase of the term of the security of the contract, taking into account the period of performance of the principal obligation.
