A draft of standard terms of a contract for the provision of mobile radiotelephone services has been prepared
Minsitry Russia has developed a draft order approving the standard conditions of contract for the provision of mobile radiotelephone communication and information cards to them (the Draft order of Minsitry of Russia "On approval of the standard conditions of contract for the provision of mobile radiotelephone communication..."). 
According to the document, in case of its adoption, the customer should include in the contract a number of prerequisites, including: 
reliable information about the customer;

From September 21-25, 2021, Karelia hosts the annual event "State Order Week", which is traditionally attended by representatives of the Ministry of Finance of the Russian Federation, the Central Office of the FAS, the Federal Treasury, heads of authorized bodies, bodies regulating the contract system from a large number of regions of Russia, as well as leading experts in the field of procurement in Russia and customers. This year, representatives of the State Procurement Committee of the Republic of Tatarstan and JSC "Procurement Development Center of the Republic of Tatarstan"are also actively participating in this event. 
It is worth answering that similar events that are held annually in Karelia are of great practical importance in terms of forming uniform rules for the application of legislation on the contract system in the field of procurement, allow their participants to ask exciting questions and get answers to them.

The corresponding changes have been made to the List of individual federal executive bodies (their territorial bodies), approved by the Decree of the Government of the Russian Federation No. 892 of July 19, 2020. In particular, according to the new version of the specified List, the range of territorial bodies of the Federal Assay Chamber and the Federal Property Management Agency has been expanded, purchases of stationery and paper for which are carried out centrally by the Federal State Institution "Center for Ensuring the Activities of the Treasury of Russia".

According to the specialists of the Ministry (Letter No. 09-10-07/66972 of the Ministry of Finance of the Russian Federation dated August 19, 2021), in accordance with sub-item "V. 2" of item 10 of the Rules for the Formation, Provision and Distribution of Subsidies from the federal budget to the budgets of the constituent Entities of the Russian Federation, approved by the decree of the Government of the Russian Federation dated September 30, 2014.  No. 999 (hereinafter referred to as Rules No. 999), the agreement on granting subsidies from the federal budget to the regional budget must contain an obligation to establish in the contract for the construction of capital construction facilities of state property of the subjects of the Russian Federation advance payments in an amount not exceeding 30% of the amount of the corresponding contract.

The customer indicated in the procurement regulations that catering services can be purchased from the food supplier, and concluded contracts on this basis without conducting competitive procedures.
One of the participants in the market of such services challenged the specified paragraph of the procurement regulations, considering it discriminatory.
The Armed Forces of the Russian Federation supported the requirements. According to the Law No. 223-FZ, customers must comply with the principles of equality and the absence of unjustified restrictions on competition. Therefore, to purchase from a single supplier, you need objective reasons for the inefficiency of competitive procedures, for example:

The winner of the purchase concluded a contract with the bank (hereinafter referred to as the contract) for obtaining a security guarantee and paid a commission for its provision.
However, the controllers ordered to cancel the results of the purchase due to violations by the customer of its procedure.
The winner demanded that the bank terminate the contract and return the commission, since the contract was not concluded based on the results of the purchase.
The bank refused. The courts supported it: the
parties agreed in the contract the conditions for issuing a guarantee. These include the payment of a commission. The Bank has fully and timely fulfilled its obligations;
the warranty and the contract are not invalidated;
the customer did not refuse to accept the guarantee, since it is properly issued;

The Ministry of Transport wants to support the road construction industry due to the increase in the cost of price-forming resources. Thus, federal customers from the special district will be able to adjust contracts for the repair of public roads of federal significance and their technological parts on the basis of Article 111 of Law No. 44-FZ. You can make changes if several conditions are met: the
contract is concluded before July 1, 2021;
the obligations under the contract as of the date of conclusion of the agreement on changing its terms are not fulfilled;
there is a documented proposal of the contractor for an adjustment;

From October 1, 2021, amendments will come into force that establish requirements for monthly posting of a report on concluded contracts in the unified information system in the field of procurement in the form approved by the government.

Purchases are carried out by the Ministry of Industry and Trade through an open electronic tender. The document concerns the purchase of pianos, xylophones and other instruments, as well as services for their delivery. The list of goods was established in appendix N 1.
Participants must meet additional requirements that cannot be used as a criterion for evaluating applications:
perform technological operations in the Russian Federation during the production of the tool;
observe the share of the cost of foreign goods in the production of tools according to Resolution No. 719.
