The Office has prepared several projects with changes to the rules for applying the national regime in respect of individual goods.

The Ministry of Finance prepared amendments to the rules for evaluating applications approved by Decree of the Government of the Russian Federation of November 28, 2013 N 1085.
 

It will be possible to purchase works (services) from a joint-stock company as the sole contractor (contractor) if 100% of its shares are owned by the state and only this JSC can perform (render) them in accordance with its powers. The relevant amendments to paragraph 6 of Part 1 of Art. 93 of the Law N 44-ФЗ will work from June 19.
 

The winner of the public procurement did not sign the contracts and did not provide their security on time. The customer recognized him as evading and sent information about this to the supervisory authority. Information included in the RNP.
 

Contractual obligations may be secured by a bank guarantee. It must be issued by the bank from the list that meets the established requirements.

The Office finalized the previously prepared draft amendments to the additional requirements for participants in the procurement of "construction" works. In the new project, the requirements were adjusted, and also additional cases were indicated when they would have to be installed.

On the website of the Ministry of Finance, information appeared that the revised draft amendments to Law N 44-FZ were submitted to the government.
In it, in particular, adjusted the features of competitive procurement. So, it will be possible to conduct a quotation request in electronic form if the NMCC does not exceed 3 million rubles. At the same time, the annual volume of purchases in this way should be no more than 50% of the SHOZ (pp. 22 - 23 of the Project). We will remind, earlier the Ministry of Finance proposed to carry out such purchases without restriction on SHOZ.

The procurement participant complained that the customer incorrectly set the deadline for the refund of money contributed as security for the execution of the contract. He indicated it like this: "Return is made within 15 days from the date the contractor fulfills obligations under the contract or the date of conclusion of the agreement on its termination."

The operator of the electronic platform returned the bidder's bid, because he did not provide its security. The participant complained.

A model contract was placed at UIS on May 28. It will need to be used if the procurement item relates, in particular, to the following OKPD2 codes:

12/01 (except 12/01/10/120) - rice not peeled;

01.41.2 - raw milk of cattle;

03.11.2 - fresh or chilled sea fish, which is not a product of fish farming.
