The Ministry of Industry and Trade proposed to adjust the rules for the application of national regime in public procurement

The Office has prepared several projects with changes to the rules for applying the national regime in respect of individual goods.
Ban on the admission of foreign products plan to extend to medical masks
The list of manufactured goods originating from foreign countries (exceptions are EAEU countries) for which the ban is established is proposed to be supplemented with OKPD2 code: 32.50.50.190 (only for medical masks).
The ban will be valid until December 31, 2020. Masks cannot be the subject of one contract (one lot) with other individual types of manufactured goods in the period from July 1, 2020 to December 31, 2021.
Public discussion of the project will last until June 23, 2020.
Tolerance restrictions do not apply when purchasing cables
From the list of foreign radio electronics for which access restrictions are established, they want to exclude positions with OKPD2 codes:
27.31 - fiber optic cables;
27.32 - other electronic and electrical wires and cables.

The restrictions on the admission of foreign sports weapons and ammunition want to change
They plan to adjust the resolution on restricting access to certain types of manufactured goods.
The customer will not apply restrictions on the admission of foreign sports weapons, as well as cartridges, ammunition, and parts thereof, when purchasing:
sporting weapons, cartridges and their parts for the needs of sports of the highest achievements;
spare parts for already used foreign sports equipment;
ammunition.
