Not enough half an hour: when the application for participation in public procurement is returned lawfully

The operator of the electronic platform returned the bidder's bid, because he did not provide its security. The participant complained.
When considering the complaint, it turned out that the deadline for filing applications was March 27, 2020 at 05:00. The day before, the participant issued a bank guarantee to secure the application, however, the information entered the register only on March 27, 2020 at 05:32, that is, after the application deadline. There was no money on the participant’s special account either.
The FAS acknowledged the complaint unfounded; the return of the application is legitimate.
Recall that public procurement participants can now see information from the register of bank guarantees in the UIS.
