As they propose to evaluate bidders for the conclusion of state construction contracts
The Ministry of Finance prepared amendments to the rules for evaluating applications approved by Decree of the Government of the Russian Federation of November 28, 2013 N 1085.
The procedure now in force with respect to construction works will be adjusted: work on special facilities and roads will be excluded. He will act on the purchase:
construction work under the contracts specified in part h. 16, 16.1 of Art. 34, part 56, art. 112 of the Law N 44-ФЗ;
construction, reconstruction, overhaul, demolition of linear and non-linear capital construction projects;
cultural heritage conservation works.
Only non-member qualifications can be used as non-cost evaluation criteria. For evaluation in the documentation you will have to set one or more indicators relating to the completed contracts (agreements) for construction work:
total cost;
total amount;
The highest price of one of the contracts or agreements.
The customer will be able to foresee in the documentation and take into account when evaluating one or several contracts (agreements), which are listed in paragraph 27.3 of the rules in the draft edition.
Limit values of the criteria for evaluating applications will be distributed in the same way as now when purchasing construction works at special facilities and highways.
The amendments are expected to work on July 20, 2020. They will not apply in purchases announced before this date. Public discussion of the project will last until June 18, 2020.
