The Ministry's specialists noted that the recalculation of the contract price in accordance with the Decree of the Government of the Russian Federation dated 08/09/2021 No. 1315 "On Amendments to Certain Acts of the Government of the Russian Federation" (hereinafter referred to as Resolution No. 1315) can be carried out during 2023. At the same time, the Methodology for estimating the contract, the subject of which is the construction and reconstruction of capital construction facilities (hereinafter referred to as the Methodology), approved by the order of the Ministry of Construction of the Russian Federation dated December 23, 2019 N 841/pr, contains provisions on recalculation:

Since 2023, the formation of Orders on making a treasury payment is carried out, among other things, using a unified information system in the field of procurement. Currently, this method of payment of monetary obligations under contracts is mandatory exclusively for federal recipients of funds from the budget, as well as federal budgetary and autonomous institutions. This requirement applies to contracts subject to inclusion in the register of contracts concluded by customers in accordance with Article 103 of Federal Law No. 44.
On December 19, 2023, the State Procurement Committee of the Republic of Tatarstan, with the organizational support of JSC "Procurement Development Center of the Republic of Tatarstan", held the final event for republican customers this year.
In particular, it is planned that agreements on modification and termination of contracts, which were concluded, including based on the results of open electronic procedures, will need to be formed through a single information system in the field of procurement from January 1, 2025, and not from July 1, 2024 (paragraph 2 of article 3 of the draft).
According to experts of the Ministry of Finance of the Russian Federation, if the customer uses the evaluation indicator "availability of financial resources from procurement participants" to evaluate applications according to the evaluation criterion "qualification of procurement participants", the corresponding detailed indicators are determined by the customer independently. At the same time, the detailed indicators established by the customer, revealing the specified evaluation indicator, as well as a list of supporting documents, should not lead to restriction of competition, in particular to an unjustified restriction of the number of procurement participants.
Appendix to the Decree of the Government of the Russian Federation No. 616 dated 30.04.2020 "On the establishment of a ban on the admission of industrial goods Originating from Foreign States for the purposes of Procurement for State and Municipal Needs, as well as industrial goods Originating from foreign States, works (services) performed (rendered) by foreign persons for the purposes of procurement for the needs of national defense and state security" is supplemented by a new position 148, which includes artificial lung ventilation devices, corresponding to the codes of types of medical devices 232870, 232890 (codes OKPD2 32.50.21.121 - 32.50.21.123). At the same time, according to the new version of the footnote to the specified appendix, customers, when applying the appropriate list in relation to the goods specified in item 148, should be guided by both the OKPD 2 code and the type code of the medical device.
