From January 1, 2024, institutions at all levels are required to pay for contracts through a single procurement information system

Since 2023, the formation of Orders on making a treasury payment is carried out, among other things, using a unified information system in the field of procurement. Currently, this method of payment of monetary obligations under contracts is mandatory exclusively for federal recipients of funds from the budget, as well as federal budgetary and autonomous institutions. This requirement applies to contracts subject to inclusion in the register of contracts concluded by customers in accordance with Article 103 of Federal Law No. 44.

From January 1, 2024, this requirement also applies to regional and municipal customers, as well as to regional and municipal budgetary and autonomous institutions. Thus, for customers, institutions of the regional and municipal levels, whose personal accounts are opened in the Territorial bodies of the Federal Treasury, it becomes mandatory to form Orders on making treasury payments in a single information system for contracts to be included in the Register of Contracts. The Treasury recalled this on the official website of the Unified Information System in the field of procurement.

The Treasury also draws attention to the fact that the authorities and state institutions subordinate to them at the level of a constituent entity of the Russian Federation, a municipality, form Orders in a unified information system in the field of procurement on the basis of budgetary and monetary obligations, which were also formed using a unified information system in the field of procurement and registered.

By the way, regional and municipal authorities and institutions can already use this functionality of the system - it is available to all customers.
