In 2023, the deadline for contracting has been extended: contracts / contracts for the supply of goods, performance of works, provision of services, payable in whole or in part at the expense of targeted subsidies in the current financial year must be concluded no later than August 1.

In the purchase of medical equipment, it was required to deliver the goods no earlier than 2023. According to the customer, this increased, in particular, the manufacturer's warranty period.

To assess the experience of contracts, information about which is not in the registers according to Laws N 44 and 223, they were required to submit, among other things, payment documents, for example, a bank statement. Without them, such contracts were not taken into account when calculating points.

The specialists of the Ministry recalled that according to sub-item "d" p. 10 Rules for the formation and maintenance in the Unified Information System of the Catalog of goods, works and services, the position of the catalog of goods, works and services for medical devices may include, among other things, reference information - the type of medical device in numerical terms (code), the name of the type of medical device and the description of the type of medical device, in accordance with the nomenclature classification of medical devices products approved by the order of the Ministry of Health of the Russian Federation dated 06.06.2012 N 4n, as well as the code of the All-Russian classifier of products by types of economic activity and its name.

The amount of advance payments in state contracts with treasury support concluded in 2023 can be increased up to 50%, but within the limit of budget commitments brought to the current fiscal year.

The parties have signed a construction contract. The customer accepted the result completely. Later, the contractor demanded to pay, among other things, additional work that was not taken into account in the project documentation.

The parties agreed on the repair of roads. The work was partially completed. Later, the contractor refused the contract. The customer demanded to provide warranty obligations in the amount specified in the contract.

The new edition sets out the name of medical devices related to the code All-Russian Classifier of Products by types of economic Activity 32.50.13.190, specified in the list N 1, approved by the Decree of the Government of the Russian Federation dated 05.02.2015 N 102.

On March 1 of this year, the amendments made by the Government of the Russian Federation to the Decree of the Government of the Russian Federation No. 617 dated 30.04.2020 "On restrictions on the admission of certain types of industrial goods originating from foreign countries for the purposes of procurement for state and municipal needs" came into force.

The Government of the Russian Federation has made a number of amendments to Resolution N 616 of 30.04.2020 "On the Establishment of a Ban on the Admission of Industrial Goods Originating from Foreign States for the Purposes of Procurement for State and Municipal Needs, as well as Industrial Goods Originating from Foreign States, Works (Services) Performed (Rendered) by Foreign Persons for the Purposes of procurement for the needs of the country's defense and state security".
