One of the grounds for treasury support in 2023 is the conclusion of a state / municipal contract in accordance with paragraph 2 of Part 1 of Article 93 of Law No. 44, as well as in other cases established in accordance with other federal laws adopted in order to implement Law No. 44, in the amount of more than 3 million rubles, as well as the conclusion of contract / agreement for the purpose of execution of these contracts in the amount of more than 3 million rubles.

Specialists of the Ministry of Industry and Trade of Russia propose to exclude the obligation of the supplier to provide the customer with documents confirming the country of origin of the goods, on the basis of which the delivered products were included in the relevant register of domestic or Eurasian products, provided for in paragraph 1 of paragraph 10.3 of the Decree of the Government of the Russian Federation dated 30.04.2020 No. 616 (hereinafter referred to as Resolution No. 616), when transferring the goods.

According to the new paragraph 10 of Note 5 to the Requirements for industrial products established by the Decree of the Government of the Russian Federation dated 17.07.2015 N 719 for the purpose of classifying it as products manufactured in the territory of the Russian Federation for the purposes of procurement of automotive products within the framework of Law N 44 in 2023 and 2024 calculation of points for research and development work in relation to the specified products, it is carried out using a coefficient of 1.3.

The parties agreed on the improvement of the square. During acceptance, defects were found in the works. Since they were not completely eliminated, the customer refused the contract. The contractor went to court to get paid.

The parties have concluded equity participation contracts. The developer built a residential building. Later, the customer discovered defects in the roof and demanded to eliminate them under warranty.

The developer refused. The house was built according to the project of another contractor. The result corresponded to it. Project work was not included in the subject of contracts.

According to Part 4 of Article 30 of Law N 44, at the end of the year, the customer is obliged to make a report on the volume of purchases from small businesses, socially oriented non-profit organizations and place the above report in a Unified Information System by April 1 of the year following the reporting year.

In 2023, the deadline for contracting has been extended: contracts / contracts for the supply of goods, performance of works, provision of services, payable in whole or in part at the expense of targeted subsidies in the current financial year must be concluded no later than August 1.
