The Office of the Federal Antimonopoly Service: state customers should not require documents on the payment of the contract to assess the experience

To assess the experience of contracts, information about which is not in the registers according to Laws N 44 and 223, they were required to submit, among other things, payment documents, for example, a bank statement. Without them, such contracts were not taken into account when calculating points.

The Office of the Federal Antimonopoly Service found a violation. The payment documents do not confirm the execution of the contract. Their absence in the application does not mean that the participant does not have the necessary experience.

The St. Petersburg Department of the Federal Antimonopoly Service has come to similar conclusions before. Note that in practice there is an example when similar conditions of the evaluation procedure were recognized as legitimate.
