The Ministry of Finance has prepared a draft of amendments to the additional requirements for participants in the procurement of "construction" works. They will relate to purchases from the NMCC of more than 10 million rubles, as well as competitions with limited participation on special objects and roads.
The Agency explained: when negotiations with procurement participants are possible, at what point you can appeal the decision of the control body, what to consider when purchasing medical equipment and related works (services).

Since may 10, a decree has been in effect, which defines new cases and the procedure for purchasing from a single supplier (contractor, performer) until the end of 2020. There are also rules for calculating deadlines for conducting purchases on non-business days.
Under the terms of the state contract, the organization had to deliver the goods in batches at the request of the customer from June 25, 2019 to may 29, 2020. The supplier had 5 working days to complete the request from the moment it was received.
The state customer did not accept the delivery of road sign masks, as they did not comply with GOST 32945-2014. The supplier refused to replace the product because it met GOST 52290-2004 specified in the contract specification, and appealed to the court.
The Cabinet of Ministers has defined a new list of 174 types of goods and rules to be taken into account when purchasing them. The changes took effect on may 1, but they do not affect procedures initiated before that date.
From may 8, changes to postpone the start of applying additional requirements to participants in purchases of services for the organized transportation of children by bus will come into force.
The Agency reported that it has sent a draft resolution to the government, which establishes new cases and procedures for public procurement from a single supplier by the end of the year.
