The government has imposed additional restrictions on public procurement of foreign goods

The Cabinet of Ministers has defined a new list of 174 types of goods and rules to be taken into account when purchasing them. The changes took effect on may 1, but they do not affect procedures initiated before that date.

Which products are subject to restrictions.

The list includes products that are required by almost all customers. Among the most common products are:

- notebooks and notebooks;

- office supplies made of plastic, as well as paper or cardboard;

- detergents and washing products;

- cement.

There are also items that individual customers will have to consider:

- musical instruments (22 positions);

- sports equipment (7 positions) and sports rifled weapons (with some exceptions). Recall that the ban on the purchase of such weapons was canceled;

- medical furniture, including surgical, dental and veterinary.

We will remind, earlier restrictions applied only to medical functional bed.

What the customer should consider when preparing the notification and documentation.

Restrictions apply to products that originate from countries outside the EEU.

Do not apply them if there is a ban on admission for foreign goods.

Restrictions must be set both when purchasing goods and when purchasing works and services, if products from the list are delivered to the customer during their execution.

Do not combine items that are included and not included in the list in a single purchase. It is forbidden to purchase together musical instruments and sound equipment belonging to different production groups, as well as other separate types of industrial goods.

Set the conditions for admission if the product is included in the list of the Ministry of Finance.

What documents should the participant submit?

The participant has the right to expect that restrictions will not be applied to it if the product:

- included in the register of Russian industrial products;

- has a ST-1 certificate.

When submitting an application, the participant must meet one of the following conditions:

- provide information about the inclusion of the product in the register of Russian industrial products and agree to the provision of an extract from the register at the stage of contract execution;

- agree to the provision of a copy of the CT-1 certificate at the stage of contract execution.
