Additional requirements for participants in public procurement of construction work want to adjust
The Ministry of Finance has prepared a draft of amendments to additional requirements for participants in the procurement of "construction" works. They will relate to purchases from the NMCC of more than 10 million rubles, as well as competitions with limited participation on special objects and roads.
"Construction" purchases from NMCC above 10 million rubles.
As before, the requirements will depend on the subject of the contract. However, the name of the work, as well as some requirements have been corrected.
Thus, participants will not be able to confirm their experience with a fulfilled contract (contract) for capital repairs or demolition of a capital construction object when purchasing works:
- construction and reconstruction of a non-linear capital construction object, including the simultaneous performance of capital repairs and demolition of such an object. All other requirements will remain the same;
- for the construction and reconstruction of a linear object, including the simultaneous performance of major repairs and demolition of such an object. All other requirements will remain the same.
For a separate purchase of works:
- the requirements for capital repairs and demolition of a non-linear capital construction facility will remain the same;
- the requirements for major repairs and demolition of a linear item will not change either.
Competitions with limited participation on special objects and roads
Customers will set an additional demand in competitions with limited participation, if the NMCC exceeds 100 million rubles for the purchase of construction and (or) reconstruction of special capital construction projects, roads. Participants in such purchases will also not be able to confirm their experience with a fulfilled contract (agreement) for major repairs and (or) demolition of such an object.
Work on major repairs and (or) demolition of such objects was placed on a separate basis. Additional requirements for participants in such purchases will be identical to those that apply now for the purchase of construction works of special objects, roads.
Public discussion of the project will last until may 29, 2020. If the document is accepted, it will not be applied to purchases that are placed in the EIS before the date of its entry into force.
