Since the beginning of the year, a decree on the minimum share of purchases of Russian goods has been in effect. The Agency explained how to calculate the NMCC within the quota.
 
Step 1. Find the product in the corresponding register of Russian, Eurasian and domestic radio-electronic products.
 
Step 2. Send a request to at least 3 product suppliers in the GISP. It takes into account the characteristics from the KTRU (if available). Contacts should be taken from the company card.

The winner of the purchase did not sign the contract on time and did not ensure its execution. The information was included in the RNP.

The customer conducted an electronic auction with additional requirements. The application of one of the participants was rejected. The acts submitted by him confirmed the performance of work only for a part of the contract amount. In addition, in the UIS, the contract had the status of "Execution". The FAS recognized the commission's decision as illegal, the court supported the controllers.

The customer paid for the work under the contract. The Federal Treasury Department revealed the overpayment. The customer, on the basis of the inspection report, demanded that the contractor return it.

In the second quarter of 2021, the regulator will consider the idea of giving banks the right to remotely identify customers using a video stream. This will increase the access of small and medium-sized businesses to financial services and reduce the cost of maintenance (clause 4.2 of the roadmap).

Since 2018, the decree on centralized procurement of Russian software for federal government agencies has been in effect. The government has identified a single customer: the Treasury purchases software for budget accounting, and the Ministry of Finance-antivirus software and office software.

Restrictions on the admission of foreign medical products apply, in particular, when purchasing some disposable PVC products. From February 7, they must also be installed when purchasing goods made of other plastics, polymers and materials. The new rules do not apply to purchases announced before this date.

Participants in some public procurement with additional requirements, such as construction, must document their experience. For this purpose, among other things, a copy of the executed contract (agreement) is provided. The agency clarified: it must be concluded and executed by the procurement participant himself. The documents must confirm exactly his experience.

From January 27, federal customers can set an advance in the amount of up to 50% inclusive of the contract amount concluded in 2021, but no more than LBO (paragraph 3, paragraph 2 of the resolution). A similar measure was already envisaged in 2020.

A draft amendment to Law No. 44-FZ has been submitted to the State Duma. It is planned to reduce the number of competitive procurement methods, establish their features, identify new cases of procurement from the supplier, and adjust the order of contract execution.
