The government allowed to set increased advances for some public procurement in 2021
From January 27, federal customers can set an advance in the amount of up to 50% inclusive of the contract amount concluded in 2021, but no more than LBO (paragraph 3, paragraph 2 of the resolution). A similar measure was already envisaged in 2020.
We are talking about cases with an advance payment limit of 30% (paragraph 2 of paragraphs " a " and " b " of the regulations on measures to ensure the implementation of the federal budget). At the same time, for construction contracts worth more than 600 million rubles, the limit of the total amount of advance payments will still be 70% (paragraph 3, paragraph 2 of the resolution).
In addition, it is again possible to provide for an advance in contracts for the purchase of goods and services for federal needs with a ban on it. Such a ban is suspended until the end of the year (paragraph 3, paragraph 2 of the resolution).
An advance of no more than 50% can also be provided for in contracts for the construction of regional and municipal facilities, if subsidies from the federal budget are allocated to the region to finance them. An advance of 90% of the amount in these cases is established when the treasury accompanies advance payments (paragraph 4 of the resolution).
