From January 27, federal customers can set an advance in the amount of up to 50% inclusive of the contract amount concluded in 2021, but no more than LBO (paragraph 3, paragraph 2 of the resolution). A similar measure was already envisaged in 2020.

A draft amendment to Law No. 44-FZ has been submitted to the State Duma. It is planned to reduce the number of competitive procurement methods, establish their features, identify new cases of procurement from the supplier, and adjust the order of contract execution. Let's consider the main provisions of the project.

On January 25, 2021, the final meeting of the Board of the State Procurement Committee of the Republic of Tatarstan "On the activities of the State Procurement Committee of the Republic of Tatarstan in 2020 and plans for 2021" was held with the participation of the First Deputy Prime Minister of the Republic of Tatarstan R. The Ministry of construction of Russia in accordance with paragraph 5 of article 21.1, part 1 of article 23 of the Federal law of 30 December 2004 No. 214-FZ "On participation in shared construction of apartment houses and other real estate and on amendments to certain legislative acts of the Russian Federation" adopted the following requirements to procurement participants associated with the delivery of goods, performance of works or provision of services necessary for the completion of the object under construction or infrastructure project, the rights to which are transferred in the manner prescribed by article. 201.15-1 - 201.15-2-1 Federal Law No. 127-FZ of October 26, 2002 " On Insolvency (Bankruptcy)":

The project is aimed at improving the procedure and methods for determining the supplier, contractor, and contractor. So, the number of competitive procedures will be reduced to 3: competition, auction, request for quotations (p. 21 of the project). For them, the notification requirements will be the same. The list of information will be corrected (p. 63-74 of the draft). For open competitive electronic methods, documentation is not required.

The winner of the purchase was found to have evaded the conclusion of the contract. The security guarantee did not comply with Law No. 44-FZ.

It included a condition: the demand for payment under the guarantee must be received by the bank before the expiration of its validity. After that, the customer does not have the right to pay out.

The winner of the purchase did not sign the contract and did not submit its collateral in time. The customer recognized him as a deviant.

The winner explained that he did not do it on time due to a surge of electricity, which disabled the computer with the EP. The problem could not be resolved quickly.

The customer conducted an auction with additional requirements. The bidder's application was rejected: the accreditation documents from the operator of the electronic platform did not contain a copy of the executed contract (contract) for the required amount. The participant included it in the second part of the application.

According to the contract, the reporting documents for its last stage are submitted until January 15. A penalty is provided for late payment.

The contractor sent the documents on time. But the customer returned some of them and asked to correct them. The performer did so and submitted them again on January 17.

Devices and equipment for telecommunications under the code OKPD2 26.51.44.000 are included in the list of foreign radio-electronic products with restricted access, and in the list of prohibited foreign goods. You can't use them at the same time.
