The agency reported: an electronic small purchase from a single supplier is carried out if there is a position in the catalog of goods, works and services with a description of the characteristics of the goods.

As the specialists of the Ministry of Finance of the Russian Federation noted in their letter, the customers specified in Part 8 of Article 3 of Federal Law No. 223, when making purchases from small businesses, socially oriented non-profit organizations within the framework of Federal Law No. 44, are not guided by Part 4 and Part 4.1 of Article 30 of Federal Law No. 44, in connection with which the report the volume of purchases from small businesses, socially oriented non-profit organizations by such customers is not compiled and is not placed in a unified information system in the field of procurement.

The Board of Directors of the Bank of Russia at an extraordinary meeting (the Central Bank announced its holding in its telegram channel) decided to raise the key rate by 350 basis points, to 12.00% per annum. This is the second rate increase in a month.

The application for the purchase of design works was rejected for non-compliance with additional requirements. The customer made this decision because the participant submitted, among other things, an act of services rendered instead of an act of work performed to confirm the experience.

From August 9 to 10, 2023, Cheboksary, the capital of the Chuvash Republic, hosted an interregional conference on the topic "Contract system in the face of new challenges", which was attended by about 500 representatives of executive authorities and procurement specialists from different parts of Russia. 

The deputies of the State Duma took the initiative to establish in Federal Law No. 223 the conditions for participation in procurement carried out in accordance with this Law, socially oriented non-profit organizations (hereinafter-SONO).

The requirements to the terms of the contract provided for in parts 4 - 9, 11 - 13 of Article 34 of Federal Law No. 44 may not be applied by customers, including in the case of purchases from a single counterparty in accordance with paragraph 56 of part 1 of Article 93 of Federal Law No. 44. The relevant amendments made to part 15 of Article 34 of Federal Law No. 44 will come into force on August 15 of this year.

Members of a construction self-regulatory organization with the first level of responsibility will be able to carry out construction, reconstruction, overhaul and demolition of capital construction facilities in the amount of no more than 90 million rubles. under one contract. Now the price of works for this level is no higher than 60 million rubles.
