The Russian Ministry of Finance explained the specifics of the application of a special procedure for the justification of NMCC in procurement with prohibitions and restrictions under Resolution No. 1875.

The new methodology establishes the procedure for calculating estimated prices of construction resources (materials, products, structures and equipment) for placement in the federal State information system of pricing in construction (FGIS CA). Prices are determined in rubles, excluding VAT, by price zones – by subjects of the Russian Federation and parts of their territories.

The Agency recalled that for organizations with a state ownership stake of at least 25%, as well as state corporations and unitary enterprises, it is concluded based on the results of an electronic tender in accordance with the procedure established by Law No. 44-FZ. At the same time, the requirement for securing applications and executing the contract is not mandatory.

Over 27,000 state and municipal contracts totaling 141.5 billion rubles were signed in Tatarstan in the first five months of 2026. Budget savings amounted to 1.59%, which is 2.12 billion rubles. Such data were announced at the weekly meeting of the RT State Committee on Procurement.

The State Committee of the Republic of Tatarstan for Procurement held a round table, in which the participants of the program "Buyer. The New Generation defended their creative projects and received certificates of completion of their studies.

The RT State Procurement Committee announced an electronic auction for the supply of laboratory reagents and reference samples for 2.89 million rubles. The customer is GBU "Republican Center for Independent Expertise and Monitoring of the Consumer Market" (Tatexpertcenter).

The Ministry of Finance of Russia has clarified the procedure for applying budget classification codes when concluding government contracts after June 1 of the current fiscal year. Clause 11 of Regulation No. 1496 sets out a list of purchases that are not subject to a time limit for concluding contracts (after June 1).

The Agency has established the composition of information to be included in the registers of building permits and for the commissioning of capital construction facilities.

From July 1, 2026, amendments will come into force obliging to include information on small-volume purchases in the register of contracts (according to clauses 4 and 5 of Part 1 of Article 93 of Law No. 44-FZ). The Decree of the Government of the Russian Federation defines the procedure for monitoring such purchases and their reflection in the register.
