The specifics of accounting for small purchases in the contract registry have been approved
From July 1, 2026, amendments will come into force obliging to include information on small-volume purchases in the register of contracts (according to clauses 4 and 5 of Part 1 of Article 93 of Law No. 44-FZ). The Decree of the Government of the Russian Federation defines the procedure for monitoring such purchases and their reflection in the register.
If the contract is concluded as a digital document in the GIS of the Unified Information System of PROCUREMENT, the draft contract is checked automatically. Information about the contract is automatically entered into the registry, and control over the targeted spending of funds and compliance with the advance payment limit is performed already at the stage of including information in the registry.
When concluding a contract without using GIS EIS PROCUREMENT (during the transition period from July 1, 2026 to January 31, 2028), the customer has the right to independently place information in the register.
At the same time, for customers who have a personal account with the Russian Treasury, reduced "visual" checks are carried out. If the customer has not posted the information, then from February 1 to May 1, 2028, he is obliged to submit to the GIS EIS PROCUREMENT a consolidated list of such contracts through a special form in his personal account.
