According to the representatives of the Ministry, if the criteria for evaluating applications "qualification" are established, the relevant documents confirming the qualifications of the participant of the electronic competition are provided as part of the second part of the application. At the same time, the documents sent to the customer by the operator of the electronic platform confirming the participant's compliance with the additional requirements established in accordance with Part 2 and Part 2.1 of Article 31 of Federal Law No. 44 cannot be taken into account for the purpose of evaluating applications.

The State Procurement Committee of the Republic of Tatarstan (hereinafter referred to as the State Committee) has developed brief memos and instructions in order to improve the efficiency of procurement placement and provide methodological support to customers of the republic.

On May 26, the President of the Russian Federation met with members of the All-Russian Public Organization "Business Russia". Following the meeting, a list of instructions was approved, including those related to procurement legislation.

The Ministry of Finance of the Russian Federation has established a new list of offshore zones - states and territories that provide preferential tax treatment and (or) do not provide for disclosure and provision of information during financial transactions. At the same time, the specified list has more than doubled - from 40 to 91 positions. In particular, the list includes such states and territories as Australia, Austria, Hungary, Greece, Ireland, Italy, Canada, Great Britain, USA, Ukraine, Germany, Finland, France, Montenegro, Czech Republic, Switzerland, Estonia, Japan.

Experts of the antimonopoly department in their letter, in particular, noted that when considering the possibility of replacing an administrative fine with a warning, other offenses committed earlier by a person, including those that are not homogeneous with respect to the one under consideration, including those committed outside the time limits established by article 4.6 of the Code of Administrative Offenses of the Russian Federation, should be taken into account. At the same time, offenses committed solely in connection with non-performance or improper performance of official duties by a person are taken into account (Article 2.4 of the Code of Administrative Offenses of the Russian Federation).

Representatives of the Ministry of Finance of the Russian Federation in their letter noted that in the presence of an updated version (version) of the position of the catalog of goods, works, services, regardless of the date of the beginning of its mandatory application, the previous version is not subject to application, since changes to the catalog positions may be due, among other things, to the introduction of changes or recognition as invalid of regulatory legal acts, documents on standardization, on the basis of which the catalog position was formed. At the same time, the previous editions of the catalog items of goods, works, services are stored in a single information system in the field of procurement for review.

In the letter prepared by the antimonopoly agency specialists, in particular, it is noted that the formulas used in the evaluation of applications according to the criterion of "characteristics of the object of purchase", established by paragraph 20 of the regulation on the evaluation of applications for participation in the procurement of goods, works, services for state and municipal needs (hereinafter - Regulation), provide for the evaluation of applications taking into account which value is the best for the customer (the largest, for example, the size of the experience, or the smallest, for example, fuel consumption), as well as taking into account the presence or absence of the maximum and maximum values of the indicator.
