The procedure for purchasing from a single counterparty has changed on the basis of paragraph 6 of part 1 of Article 93 of Federal Law No. 44
On July 1, 2023, a new version of paragraph 6 of part 1 of Article 93 of Federal Law No. 44 came into force, according to which the exclusive powers to perform certain works and provide certain services can no longer be established by legislative acts of a subject of the Russian Federation. Thus, from the specified date, on the basis of paragraph 6 of part 1 of Article 93 of Federal Law No. 44, it is possible to purchase work or services, the performance or provision of which can only be carried out by an executive authority in accordance with its powers, or by a state institution, a state unitary enterprise, or a joint-stock company, 100% of whose shares belong to the Russian Federation, the relevant powers of which are established exclusively by federal laws, regulatory legal acts of the President of the Russian Federation regulatory legal acts of the Government of the Russian Federation.
