The Ministry of Finance spoke about the specifics of evaluating the bids of procurement participants conducted in accordance with Federal Law No. 44
According to the representatives of the Ministry, if the criteria for evaluating applications "qualification" are established, the relevant documents confirming the qualifications of the participant of the electronic competition are provided as part of the second part of the application. At the same time, the documents sent to the customer by the operator of the electronic platform confirming the participant's compliance with the additional requirements established in accordance with Part 2 and Part 2.1 of Article 31 of Federal Law No. 44 cannot be taken into account for the purpose of evaluating applications.
In addition, if the customer uses formulas that do not take into account the limit values of the characteristics of the object of purchase, and the procurement participant has not submitted documents confirming his qualifications for the purpose of evaluating applications, then zero points are assigned to such an application as containing the worst value.
