Sergey Ryabukhin, First Deputy Chairman of the Federation Council Committee on Budget and Financial Markets, held a round table on July 20, 2023 on the topic "Improving legislation regulating procurement activities in order to restructure the economy."
The discussion was attended by Senators of the Russian Federation Vasily Ikonnikov, Nikolai Lyubimov, Evgeny Savchenko, Alexander Shenderyuk-Zhidkov, Deputy Head of the Federal Treasury Anna Katamadze, Director of the Audit Department in the Field of Procurement in the field of procurement and Energy Complex of the Accounting Chamber of the Russian Federation Andrey Tkachenko, Deputy Head of the Department for Control of the Placement of state Orders of the FAS of Russia Lyudmila Matveeva, representatives of more than 40 subjects of the Russian Federation, including Deputy Chairman of the State Procurement Committee of the Republic of Tatarstan Iskander Bagautdinov, as well as experts.
The Senator noted the special relevance of this issue in the situation of unprecedented sanctions pressure on the country's economy. He said that the Federation Council keeps issues related to the effectiveness of the contract system under constant control.
Sergey Ryabukhin said that thanks to the joint efforts of the Government of the Russian Federation, the Ministry of Finance of the Russian Federation and legislators, a lot of work has been done on the overall adjustment of the contract system.
"In particular, procurement procedures have been significantly simplified and unified, the foundations have been created for the transfer of all procurement activities to electronic form. Customers are endowed with unprecedented indulgences in terms of meeting their needs as soon as possible, and suppliers have the opportunity to execute contracts under new conditions without sanctions from the state in case violations occurred for reasons beyond the control of the contractor," the parliamentarian listed.
Deputy Finance Minister of the Russian Federation Alexey Lavrov said in his speech that the department is working on a draft law on optimizing import substitution. "Its essence is to radically simplify the current regime. We propose to collect all the lists and regulations into one and thereby make everything much faster, simpler and clearer."
Deputy Chairman of the State Procurement Committee of the Republic of Tatarstan Iskander Bagautdinov in his speech, as an improvement of legislation for the purpose of structural restructuring of the economy, proposed a mechanism that can positively affect the level of competition and the volume of purchases from small and medium-sized businesses. "The idea of implementation was proposed and is being worked out in every possible way by the director of the Agency for State Order of the Republic of Tatarstan, Yakov Veniaminovich Geller. The essence is as follows: it is proposed to impose an obligation on the contractor to purchase goods for the performance of work under the concluded contract on an open electronic resource containing products necessary for the execution of the main contract," Iskander Bagautdinov said.
Based on the results of the round table, recommendations will be prepared containing proposals for further improvement of legislation regulating procurement activities.
