The State Committee of the Republic of Tatarstan of Procurement, the Republican Agency of Press and Mass Communications «Tatmedia» and the State Unitary Enterprise of the Republic of Tatarstan «Center for Procurement Development of the Republic of Tatarstan» are holding a Republican contest for the best coverage in the mass media of the functioning of the contract system in the procurement of goods, works , services to ensure state and municipal needs.

The participant filed a complaint about the actions of the customer, but the antimonopoly service returned it because of missing the deadline. However, on the basis of the complaint, the state agency conducted an unscheduled audit of the customer. The order also indicated another basis for verification - the receipt of information on the violation of Law № 44.

The amendments concern FSBU and regional SBU, which participate in the program of state guarantees of free medical care.

It is not necessary to apply Law № 223 by the draft in the following cases:

The State Committee of the Republic of Tatarstan of Procurement, with organizational support from SUE RT «Procurement Development Center of the Republic of Tatarstan», held a free seminar-meeting for state and municipal customers on August 24: «Peculiarities of procurement in accordance with Federal Law No. 44 of April 5, 2013 «About Contract system in the sphere of procurement of goods, works, services for provision of state and municipal needs» in 2017». The event was attended by 389 representatives of the republican customers. Representatives of the RT State Committee of Procurement, State Unitary Enterprise RT «Procurement Development Center of the Republic of Tatarstan» and the State Enterprise «Center for Economic and Social Research of the Republic of Tatarstan under the Cabinet of Ministers of the Republic of Tatarstan» made speeches.

According to the agency, the purchase can’t be planned and implemented in the absence of limits on budget obligations brought to the customer.

The customer has no right to estimate by exit checks reliability of data in the application. Department expressed similar opinion and earlier.

By new rules customers will accept guarantees of the banks meeting the requirements of the government. The list of such banks will appear on the website of the Ministry of Finance.

The cassation has considered that it is possible not to include in the draft of the government contract a condition about a deduction of taxes from payment. We don't recommend to hurry with application of this conclusion. He disperses from a position of the Supreme Court. According to the Supreme Court, the condition about a deduction of taxes from payment to the natural person has to be in the draft contract as at the conclusion the contract can't be changed in this part.
