FAS has again forbidden customers on 223-FZ to carry out exit inspections of procurement participants

The customer has no right to estimate by exit checks reliability of data in the application. Department expressed similar opinion and earlier.
In the new FAS decision emphasizes: participants can not allow representatives of the customer on the territory. Such behavior doesn't mean that in the application there is unreliable information.
If the customer provides exit checks in documentation, he will break the Law N 223-FZ, FAS considers. We believe, in this case the antimonopoly authority will take out the instruction and will oblige the customer to change documentation.
