The Treasury Department opens personal accounts and enters information into the register about legal entities that execute contracts, but do not participate in the budget process, as well as participants in the budget process.

The AC of the Ural District counted: the commission of the customer acted lawfully, assigning serial numbers to applications on the date of submission of the changes introduced into them.

The AC of the Moscow District stressed: the procurement participants submit information about the sub-suppliers according to the form established in the documentation. It must be filled in the case when subcontractors are not involved. The form should apply to all participants, so the requirement to submit it does not restrict competition.

Projects concern organizations of the defense industry complex (DIC) from the consolidated register.

With competitive purchases under the 44-Federal Law, customers are required to give an advantage to such organizations in relation to the proposed contract price of up to 15%. If the company wins the purchase, the contract will be based on the price offered by the company taking into account the advantages. In any case, the final price of the contract should not be higher than the initial maximum price of contract, follows from the project.

By the project, advances should not exceed the limits of advance payments for recipients of funds of the corresponding budget. Such values can be found in the NAP, which regulate budgetary relations.

The State Duma Committee on Economic Policy approved amendments to the law on the state contract system, allowing companies to reduce the amount of the bank guarantee as payment is received under the contract.

The Government of the Russian Federation submitted to the State Duma a draft law on changing the legal regulation of relations that relate to the specifics of procurement of goods, works, services by individual legal entities.
