The amount of advances on state contracts and contracts of budgetary and autonomous institutions is limited by law

By the project, advances should not exceed the limits of advance payments for recipients of funds of the corresponding budget. Such values ​​can be found in the NAP, which regulate budgetary relations.

Now there are no such restrictions for budgetary and autonomous institutions in the legislation. At the federal level, the founders must require that advances in agency contracts do not exceed the limit values. Similar provisions are provided for in normative acts of a number of subjects of the Russian Federation and municipal formations.

If the bill is adopted, the marginal values ​​of advances will become mandatory for the institutions themselves, and for their non-compliance, punishment, for example, disciplinary punishment, may follow.
