According to the amendments to the Law No. 44-FZ, a state information system should appear for monitoring and recording activities in the EIS and on the electronic platform. With a view to its creation, the Ministry of Communications has developed a draft government decree, which proposes to name this system "Independent Registrar".

Now all the customers carrying out such purchases should transfer information to the register of contracts. Since the named date, this duty has remained only with customers whose procurement plans are subject to evaluation and monitoring.

Since March 16, the number of customers whose documents on planning has been assessed by the Federal Corporation for the Development of SMEs has increased. More became and those customers, similar documents are evaluated by the authorities of the subjects of the Russian Federation or organizations created by them. Lists of new customers are contained in the Order of the Government of the Russian Federation No. 441-p.

Minpromtorg began to develop amendments to Law No. 44-FZ. It is planned to withdraw from the sphere of regulation of this law purchases, conducted by federal state enterprises and federal state enterprises at the expense of own funds.

A typical contract for the special evaluation of working conditions will need to be applied regardless of the size of the NMCR or the price of the contract with a single supplier.

The changes proposed by the agency will have to be taken into account by customers who purchase services for the transportation of organized groups of children through auctions, as well as all competitions with limited participation and two-stage ones.

According to the antimonopoly service, the condition under which the counterparty can not attract third parties to execute the contract without a written agreement with the customer, contradicts the Law N 223-FZ and the procurement regulations.

It is proposed to add the following to the list of relations not covered by this law:

From that date, according to the new version of Law No. 44-FZ, the customers will have to demand from participants in tenders and auctions to secure an application for the NMCT in excess of 5 million rubles. Another rule can be established by the Government of the Russian Federation.

The bill has been introduced to the State Duma, which provides for criminal liability for abuses in the sphere of public procurement and bribery of a contract service employee, a contract manager, a commission member.
