Create a unified register of Russian electronic products. The customer will be guided by him in the preparation of documentation, and the Commission — in the application of restrictions and conditions of admission to public procurement. Products from the register will receive priority in procurement under the Law N 223-FZ.
 

The customer published the notice and used the link to the documentation in the sections "place of delivery" and "terms of delivery". In both cases, instead of specific information, it was stated: "in accordance with Annex 1 to the contract - the list of buyers, the number of products, the delivery schedule".

The Commission rejected the participant's application, finding information about it in the register of unscrupulous suppliers. The participant appealed to the control body.
 

The Commission of the customer rejected the participant, having referred in the Protocol of consideration that the trademark wasn't specified in the application. The participant complained to Management of Federal Antimonopoly service according to documentation it was necessary to specify not trade, and the trademark.
 

To confirm the experience of construction work, the bidder submitted a set of documents in the application:
 

Due to the large amount of documents confirming the experience of work, the participant of the electronic auction uploaded copies of acts of work performed to the cloud service. In the application, he indicated a link to the file storage and a comment on its use. The Commission of the customer did not consider the documents by reference and rejected the participant for their failure to submit. The participant appealed to the control body.

Amendments to the administrative Code and other laws passed the first reading. They provide for the creation of a register of organizations that are engaged in the rest of children and their recovery. The register will be maintained by regional Executive authorities. Organizations and individual entrepreneurs engaged in such activities will have until may 1, 2020 to submit information for inclusion in the register (paragraph 3 of article 3 of the Bill N 718736-7).
 

The Ministry of Finance and the Treasury explained how to include in the contract the condition of Treasury security obligations. The agencies told what to do with unfulfilled obligations and how to make transactions on personal accounts of the territorial Department of the Federal Treasury.
 

In prepared by experts of the Ministry, the letter clarifies the procedure for participation in the procurement in electronic form, in respect of which the Government of the Russian Federation establishes additional requirements under part 2 and part 2.1 of article 31 of the Federal law of April 5, 2013 № 44-FZ "On the contract system in the field of procurement of goods, works and services for state and municipal needs" (hereinafter – the Law № 44-FZ), including procurement of works on construction, reconstruction, overhaul, demolition of capital construction, linear facility, construction of non-capital structure, structures (structures, structures), landscaping, repair, maintenance of roads.
