A law has been published providing for the creation of a register of organizations that are engaged in the recreation of children and their recovery. It provides, in particular:
grounds for inclusion in the register, as well as exclusion from it;
list of information required for inclusion in the register;
grounds for refusal to be included in the register;
the obligation of the organizations to report within 10 working days about change of the data entered in the register.
The register will be maintained by regional Executive authorities. Companies and individual entrepreneurs that are engaged in the organization of children's recreation, will have until may 1, 2020 to submit information for inclusion in the register. The law comes into force on October 27, except for certain provisions.
At the same time, the law was published, which from June 1, 2020 establishes administrative responsibility for the implementation of these activities by organizations and individual entrepreneurs not included in the register. The amount of the fine will be from 500 thousand to 1 million rubles, While this will not be punished for organizations and sole proprietors are excluded from the registry if both of the following conditions are met:
they complete the fulfillment of their obligations to ensure the rest and health of children;
there is no threat of harm to the life and health of children.
Organizations not included in the register will not be entitled to provide services for the organization of children's recreation from June 1, 2020. From this date, the requirement of whether the organization or IP is included in the register, customers will have to take into account when purchasing these services. Recall that from may 1 this year, such services can be purchased only by holding a competition with limited participation or request for quotations, concluding a contract with a single supplier.
