The Ministry of Finance of the Russian Federation has posted an updated list of banks that meet the requirements set out in paragraph 1 of Part 1 of Article 45 of Law No. 44‑FZ, which are entitled to issue independent guarantees to secure applications, fulfill contracts, and guarantee procurement obligations.

Oilfield services may be included in the list of goods and services that government agencies and state-owned companies purchase under the national regime starting January 1, 2025. This was announced to journalists by the head of the Ministry of Industry and Trade Anton Alikhanov.
