The Ministry of Industry and Trade tightens the requirements under Government Decree No. 719
The Ministry of Industry and Trade of Russia has prepared draft amendments to the Decree of the Government of the Russian Federation No. 719, which introduces adjustments to the procedure for confirming the Russian origin of pipeline fittings. The document introduces a point system for assessing localization.
Now, specific technological operations performed in Russia will be taken into account: casting, machining, assembly, testing and tuning.
Each operation is assigned a certain number of points. In order for products to be recognized as Russian and included in the register, the manufacturer must score at least 1,200 points.
Key conditions:
– the production of basic operations must necessarily be carried out in the Russian Federation
– the share of foreign components is limited — no more than 10% (in some cases up to 30% is allowed);
– mandatory availability of rights to design documentation
– availability of a service center on the territory of the EAEU
– confirmation of software rights is additionally required for electric drives
The new requirements will take effect on January 1, 2027.
