Russian Federation Government Resolution № 1092 of 26.12.2013, "On approval of the list of procurement (works, services) produced (performed, provided), institutions and enterprises of the penitentiary system, the purchase of which the customer can be a single supplier (contractor, executor)". The Russian government issued a direction about the list of banks in which the operators of electronic platforms will open accounts for registration fund from the participants to ensure that public procurement bids. This is stated in the government's disposal number 1999-r dated 30 October 2013 (full list of authorized banks in the EP "State Order"), which shall enter into force on 1 January 2014. Just a list of 51 banks entered with a capital of 35 billion rubles, participating in mandatory deposit insurance system.
